The Vita sufers from not having a lot of sales and hardly any decent games in its library that arent just ports. Realistically, the PS4 nailed the final coffin by turning it into a glorified Wii U Gamepad.

Potentially, Nintendo and Activision may have some deal we dont know about. Perhaps the deal is something along the lines of the 3DS version gets an exclusive figure and the promise they wont bring Skylanders to the Vita.

The vita is selling as well as the Wii U at the moment. I don't see why they can't just port the PS3 version or if for some reason they can't they can just port the 3DS version.

The difference is that psvita can have games with ps3 graphic and nintendo 3ds got graphic from the year 2000 no big deal

The Lego games on Vita are just ports of the 3DS version then you have games like Sly 4 and PS All Stars which are exact ports of the PS3 version. Either is possible and would be nice, But I doubt it will happen.

As others have said it's dictated by sales. You could consider why there wasn't a port of giants for the system for the same reason or even a playstation 2 port if they wanted to. With the playstation 4 on the horizon and inevitable port they will make for that, I don't see a reason to port it to the psvita where the 3ds already has a high player base and there's a port for both the wii and wii u as well as the Xbox 360. That's a lot of porting for one game and to have a portal that works for it. Factor in the usage of yet the bluetooth portals to be made for ipads, etc there's plenty of established platforms for swap force and the other games.

The reality is that the Wii version will probably outsell the PS3, 360 and Wii U versions combined.

The reason 3ds has its ports in the first place I'm betting is the handheld games actually have a different story (or substory) arc. Spyro adventures console has kaos whering you get hektor in the handhelds. Giants in the console you're fighting against kaos and the arkeyans, and the handheld you're fighting agains a character named frightbeard. They are like ide stories or substories, and the game mechanincs are specifically designed for the 3ds. Sure vita can use graphics well, but then they'd need to create another game specifically for the vita mechanics, or just make it a diredt port. The 3ds offers extra stories and uses the dual screen as a character swap.
Also on this note, if they did do swap force for vita, they may feel that fans would demand them to go back and make games or sub storygames theyre done with.
I'm not saying these are the actual reasons, I'm not saying that the vita should be excluded, I'm just stating possible explanations and information that may lead to why it hasn't happened yet. These are speculation, but reasonable. If they do eventually, great, more power to em. But I thought I'd state these thoughts.
