No, that character was made during the development of Giants and was scrapped.

The red dragon was a placeholder icon for the Skylanders when they're about to appear in the game.

I've been thinking that it woudl be great to make a cusom figure of Buckshot. But then I'd want to make him work with an RFID chip. I have not figured out if that is possible yet though, but it would be illegal if I tried to sell them...

^ You could use a Mega Bloks Skylanders Troll figure, and remove the Tech base from a normal Skylander.
