Befriend them first. After a while of being friends and you see you get along just fine, ask them out if you still like them. You need patience!

Truthfully, I think you should do what I did. First, try to become good friends with the person. If you too are already good friends, then just armful that you like the person, but don't straight up say that you love them, say it in a more vague matter. Or you can suck up to the person, which I don't recommend doing.
