So, say if some idiot kid was in a program that requires him to do twenty volunteer hours and a five page paper. All of it being due on January 7th. This kid didn't start yet, so he'll probably turn it in late. Now do you think the people in charge of the program would instantly kick him out if he turned it in late? Or do you think they would let him stay in but give him a horrible grade on the paper?
