Anyone with all the requirements definetly has 65535 Gold. Right now, I'm working on completing SA S1 characters. So many Skylanders left, gonna be a heck of a ride... At least I finished most of the reposed toys though... Also some are missing from this list, not perfect just what I remember.

All Upgrades: All of my 21 characters but Stump Smash, Slam Bam, Tree Rex (who I keep reseting) and Double Trouble.

All Heroics: I don't have them all, so I can't if I wanted to.

All Quests in Giants: Tree Rex once got all but the Battle Arena quest, Dino Rang everything but that now.

All Quests in SF" Blast Zone only has that blasted arena quest left! (I'm not kidding, that was unintentional)

Reached Level 20: No one so far, Flameslinger and Chop Chop are both tied at 18 but all of my others are at least above 10. (I just thought of something surprising, level up an SSA character to lvl 20 and take him back into SSA, and it's like a completely different feel! I have this with Ninja Stealth Elf, I never had Stealth Elf before so I got used to her with jumping, after taking her back into Giants, I had no idea what I was doing!)

Everyone in my collection (no Swap Force yet in my house until Christmas) which is all green and orange have all upgrades, all quests, max gold and at Level 15.

When I get Swap Force, all reposes that can visit previous games will have all of that done- all characters will be at level 20. Hard to know what "fully upgraded" means in Swap Force other than that, because it's all game file based. From the sound of this thread, it sounds like outside of level 20 and SSF quests that's all we care about in terms of what's stored on the figure.

Most of my skylanders have all of there upgrades, but only Dark Blast Zone and Legendary Night shift are Max level and maxed quests.

My closest ones are eruptor and rattle shake.(oddly)

So far only Boomer and Gnarly Tree Rex are at level 20. Boomer is the only one with all Swap Force quests done.

0. Zero. Zip. Nothing. I upgrade and switch between all of them constantly, but I probs should get a few to 20. That would help.

Just play Swap Force on Nightmare Mode. Leveling up becomes extremely easy.
