Increases your chance to do extra damage with your attacks. If you get lucky and perform a critical hit, you will see an exclamation mark next to the increased damage number.

Actually, I think the person meant the buff named Critical Multiplier. Here's my theroy:

+ Crit% = What Blaze said above

+Crit Multiplier = How much more said crit attacks do

A Critical Hit does +50% damage. So if your attack normally does 40, it will deal 60 damage if it is a critical hit. Critical Multiplier increases the % of extra damage dealt when doing a critical hit. So for exemple, if you have an item that gives +5% Critical Multiplier, your hit does +55% damage. A 40 damage hit would do 62 instead of 60.

Basically one increases the 'chance' for a crit, while the other increases the damage done when a crit is preformed?

Did I get that right?

Yes. So someone like Bash who doesn't hit much but hits hard is best served by percentage, while someone like Drobot or Pop thorn hit so much that you want the damage to go up.
