Why did they release a S3 Terrafin single pack? S3 Camo Single Pack? [CLOSED]

For the battle packs in Skylanders Giants, only smilie and smilie got single packs, and smilie and smilie didn't. I guess this was due to the producers assuming that if you had the S1 version of smilie and smilie, you wouldn't want to buy their S2 versions. Therefore, the smilie and smilie single packs were created so that customers who liked those two characters could buy them separately without also buying the characters they already had.

But in Swap Force, S3 smilie got a single pack, but wouldn't it make more sense for smilie to be in a single pack?
Is this hinting at a S3 smilie single pack?

Amazon Canada lists a Single Camo Pack, so yes, it might be possible.
