Cap on speed increase? [CLOSED]

I was messing around with hats yesterday while I had the +10 speed bonus from the bulletin board. My skylanders were at an additional +5 from charms and treasures for a total of +15. I noticed no speed boost from adding a +9 hat and going up to +24.

I've searched, but I can't find any information on skill caps. Are certain hats worthless after certain skill milestones?
