Why don't we get a free LC Hex with PS4 or Xbox1 pre-order? [CLOSED]

I am wondering why stores or Activision aren't offering the free LC Hex figure to people who pre-order the PS4 or Xbox1 version of Swap Force? I have a PS4 on pre-order but decided to get the PS3 version of Swap-Force so I could take advantage of the free figure offers at ToysRUs.

For obvious reasons, PS4 and Xbox One won't be arriving anytime around October.

I do not want a LC Hex, but I also hope that PS4 comes out quite fast, so I won't nave to wait too much to play Swap Force.

Also, LC Hex would suck so much since all LightCore figures don't have Wow Pows.
