have followed the guide got the egg on the island come back round glided to fredericco, spoken to him gone and killed/collected everything around this bit and then gone back and spoken to him again, he always says the spell and moves the wand but he has never actually created a whirlwind

help, what am i missing/doing wrong smilie

You may have a glitched game. Try resetting the console and see if that works.

Are you sure there's no whirlwind? Sure you went to the right place in time? Because if you take forever to get there then the spell will wear off.
