Though if you want an answer, I'd say pick the path that upgrades his shell spin attack. Gives him a variety of fun attacks to use, and makes him breeze through most of the time attack challenges if you're going for three stars on each level.

The only one that would be a peer to Warnado as a "jack of all trades" character would be Megadozer Drill Sergeant. Eye of the storm is much better.
