Help with Arkeyan Armory please [CLOSED]

Another really newb question. How do I access this level for the first time from the Ruins? I've talked to every NPC I can find, and none of them take me to the next level. They just tell me to hurry. Please help! Thanks!

Go down to the beach, just past the gate you'll see some rocks. Stand on those rocks until a raft shows up. Take that raft to the NPC you need totalk to.

Very important: If you're on the Wii version continue on to the next chapter after the Arkeyan Armory without exiting to the ruins.

There's a glitch where the NPC won't be able to talk to you and send you off.
