My question is is it safe to just leave it plugged in while playing other games?

Yeah, it's fine. When it's plugged into the USB and the portal sees the USB's +5 volts, it's just basically a light show at that point. Same as when you plug it into a computer with no drivers installed--the portal will just sit there doing its light show until a program tells it to do something else.
