I am having a rough decision on whether to pick from these two options:
1) Cynder and Chop Chop;
2) Empire of Ice Adventure Pack

I would go with the two skylanders, as you'll likely be able to get EoI later :/

I'm not saying this just because they're my favorites. Cynder and Chop Chop. Both are pretty fun to play as. Chop Chop being about unstoppable melee, Cynder being about dashing around like a speedy projectile spitter.

I've yet to play Slam Bam or the adventure pack, though. There's a chance he may be your thing.
