Final Winged Sapphire [CLOSED]

I thought I already had all 10 of the sapphires but it marked it as if I had 9. But then I saw a shadow and followed it and it was the last one. It was floating up really high even higher than that one cliff near persephone. Does anybody know how I can get it?

I saw a shadow of one in the water and tried following in, but it went past the waterfall, so I stopped. I know the one I was missing was inside the Train. You have to use the oil can on it.

I think there's a list of them though.
