I remember when my step-brother played this game, and he told me that Bianca goes to spyro's side, but where in the game does this happen?

Bianca goes on Spyro's side after you've defeated the last creature-like boss (which were created by Bianca once, and the Sorcerous the other two times), and have accessed the homeworld of Midnight Mountain.

It's in the cutscene 'A monster to end all monsters', in which the Sorceress creates the third boss, Scorch, and I think that's when she says she wants not to have the dragons so she can live forever, but to kill them for their wings. Bianca is outraged by this and so goes to the good side, in which after the Scorch boss in 'The Great Escape', she releases Hunter from the prison cell and takes down her hood to reveal her hair (makes her look less evil).

*snort* Heh heh..HA HA HA! that makes it sound so weird! "to reveal her hair" heh heh heh! i'm not disagreeing though!

she turns good and helps you get to the sorcerouses lair by opening the door when you have 100 eggs then the 2nd time you fight here in super bonus round she tells you if you catch theives you can have the sorcerouses tresure and when you get it all the 20000 gem door opens bianca appears and says she cast spells on her own flying saucer so spyro can defeat the sorcerouse again in full flight as well as get the last stolen dragon egg from her wich is a twin egg
