Im trying to beat the jailbreak hero chellanger with flameslinger and I don't know how to get to the little island where you have to swim for a little bit. Flameslinger can't get into the water so how else can I get there...

Hey...

I used gill grunt and jet packed everywhere to every island and somehow beat it

There's more than the required captives to free in the level. There is one more than required so you can just avoid him and free the others.

I can't quite remember the route I took but I beat it with Terrafin

 Flashwing, Twilight Sparkle, Blink the Mole, Timmy Turner, Harley Quinn, Raven..... Tara Strong's a freaking boss

That one you can only get by using a water/flying skylander.
It's only there as a bonus 7thh one incase you can't be bothered to travel further across the level
