Zap has been for sale since the game was released. Unless you're talking about some other Skylander that hasn't been released.

Today was the first I saw Zap in Shopko.

At the earliest, mid-December is my guess but Im willing to bet no later than Janurary,

But this is just a guess! So take it with a grain of salt..
