The older dragons are bipedal (on two), younger dragons are quadrupedal (on all fours). Most of the hatchlings move just like Spyro.

It's probably interchangable. Spyro stood on two legs at one point in the original and/or GtG, didn't he?

tbh there were some adult dragons who stood on all fours in Spyro 1 .

So its really just a matter of choice will they stand on four or not.
But most of them stand on two legs probably so they can make more hand gestures and whatnot.

The dragons you displayed just haven't matured yet.

...Not many of them have in the first place, these ones are just even less mature.
