when will Hunter be freed??

It's been a while since I completed the original YOTD and I have never completed reignited YOTD, so I've forgotten when Hunter gets freed?? I'm in Midnight Mountain with 82 eggs and just unlocked Agent 9

If I recall correctly, Hunter should be free right after you beat Scorch and enter Midnight Mountain.

If you 100% the game on Switch, you see at the end, that Al Qaeda execute him for his crimes against the state. Really weird direction for the plot to go.
