No, he is confirmed that he will be in Wave 2, and there is a big chance that Wave 1 and 2 will release at the same time on Day 1.

Apparently he's confirmed for Wave 2. In that sense I'm guessing this variant is the same deal as Steel Plated Smash Hit.
You can wait for this character in the second wave,
Or you can get 'im day one at Best Buy, but in GREEN!

Remember that it can be a Chase Variant with a separated listing, like Golden Series 2 Flameslinger. But I'm pretty sure it's a In-Game variant.
