Sliceberg sounds the best. I don't care about the Catchphrases, though. They are usually dumb.

I'm for Sliceberg paired with "Breaking the Ice": simple but effective!

Pain-Guin sounds good as well, especially since we don't actually know if he will have ice-related powers or not.
He might simply be a Water character because he's a penguin.

I would also not exclude the possibility of him being a villain (in which case I think Pain-Guin would be perfect).

Rockhopper would have been cool if he were an Earth character.

Upon doing research, I found out that a samurai typically used a pair of blades known as a "daisho." Maybe Daisho Slicer?

A bit too generic for a character, try making a pun out of that word and it'd feel more like a person's title, as long as it doesn't sound like another japanese word which would be awkward.
That said, I don't think his inspiration is samurai, he looks more East Asian.

He's far from a buzzard(they're brown, for.instance), but what about Bluzzard just for the sake of the pun? We did have characters with nonindicative names like Tread Head before.

Sorry, but what he's clearly wearing is Mongolian armor, more specifically, the generalized armor most popular depictions of Genghis Khan tend to wear.

See? pretty similar right? That's why I'm calling him Penguin Khan for right now

EDIT: his blades also look way more fanciful and unrealistic than the Daisho, meaning he's probably not a samurai.

Yeah, definitely not a samurai nor japanese-inspired: but "penguin samurai" is easier to write and remember than "penguin dressed with a mongolian-like armor".
