Fairly certain only reported PMs.

And if it turns out he can read PMs, I want to think he doesn't care enough to abuse the ability.

Even on sites where the admins and mods weren't as shady things like this were still questioned but just assumed to be a thing.

Well, he has access to the site's files and database on the server, so he could technically view anything stored in it and it wouldn't be hard to add such a feature to the admin level, but I highly doubt he has as it would serve no purpose and he most probably has a ton of better things to do with his time. That being said, I'm going to go ahead and guess his account is set up to let him view PMs that have been reported and nothing beyond that.
