Can't say with certainty as to his exclusivity, but I would highly doubt it. I can't recall any retailer exclusive cores (just variants). Timed exclusive, perhaps?

I added Wallop after Blackout and the price of Wallop with GCU dropped down to $4.50 in my cart. It seems the 50% off 2nd item is perhaps taking it off the higher priced item???

Is Spotlight up for preorder yet?

I searched for all the wave 4 Skylanders on bb.com and could not find any up for pre-order other than blackout. It seems kind of weird, but hopefully the rest will come soon.

He's a standard core figure...they can't exclusive him to one store. They only do that to alt paint jobs an the fancy boxed ones....i.e. Gill Grunt & Gill Runt, Hog Wild Fryno & Small Fry, Legendary figure packs, Nitro figures....ect.
