No, you can't.

Average users cannot, I'm not sure about moderators, though.

Even without being able to moderate a section, mods can still look at completely closed topics, too.

If you made a topic, you can close it assuming there have not been any new posts in the last 5 minutes. Otherwise, you have to contact someone who moderates the board you made a topic in. As for reopening a topic, again, you have to ask a mod. But you'd need a good reason to reopen it. <.<;
