Horn Blast Whirlwind's tail question [CLOSED]

Mine seems a bit wobbly , I notice a base wedge cut out for her tail but its not glued , yet if it was it would be more stable in my opinion .

Is it suppose to be glued down onto the base ? Is yours glued down perhaps ?
