Sorry for the late answer, just wanted to give you my personal point of view.
I'm ok with them releasing lots of characters and not focusing too much on them in the games, because that's what Academy and porribly the comics are for.
I would have never expected Wind-Up to be featured in some scenes, even if very small ones, or Hex to have a rather prominent role in various sketches.
When you think about it the Storytellers used in Imaginators are all characters from either SA or Giants, which slowly became the flagship faces for their Elements and earned the title of "fan (or should I say developers) favorites".
Not to mention that I loved how the majority of the levels were somehow connected to them.
I would like to see more direct references, like the Illuminator in SWAP Force, but I think too many of them would ruin the idea of the Skylanders being this huge team of heroes who don't want anything in return for their actions, and instead turn them into some Skylands' rockstars.
