I think his powers will be:

Use *said fish* as a sword

Throw *said fish* or spit bubbles

Change fish type e.g. swordfish to shark to whale like Pop Fizz's change potion one.

Attack 1 : Attack with fish.
Attack 2 : Shoot bubbles out of mouth
Attack 3 : Change from swordfish to hammershark
Soul Gem: Hold Attack 1 for whale.

Seeing him slapping his enemies with a fish kinds me of the swordsman move of slapping his opponent's face with a just removed glove prior to a duel. Very nice.
