"Cheesy" refers to anything that you'd only expect to hear in a work of media, and not in real life. Which means it IS incredibly easy to be cheesy while trying to do so. "Cheesy voices" refer to a stereotypical voice being applied to a character that you probably wouldn't hear form a natural person.
For example, a lot of characters who fit the "animal with an attitude" character stereotype tend to have nasally voices, like Spyro did in Spyro 1. These characters, are usually within the 10-15 year old age range. But, not a lot of 10-15 year olds have nasally voices in real life. I've never met any, that's for sure. Therefore, that type of nasally voice is considered cheesy. Nasally voices are easy to recreate, ergo, it's....
