Think of it this way, if I buy a $75 SWAP Force Starter and a $10 game and if they did 20% off each, I'd get SWAP Force for $60 and the second game for $8, saving me $17 - Nearly twice the cost of the second game.

You're right; that's not how it works.
But, using your example, this IS how it works (at least at Toys R Us stores):
If you buy a $75 Swap Force starter pack and a $10 game during TRU's "BOGO40%" promotion, as you suggested, then yes, the store will calculate the 40% off using the item of lesser value. In this case, it's obviously the $10 game. And 40% off of $10 is, of course, $4. Now, here's the part that's lost on you, apparently: TRU will take that $4 discount and split it in half, applying half to each of the two products. Thus, you'd get the $75 item for $73, and the $10 item for $8. Whether it shows up that way or not on your paper receipt is irrelevant; this IS how TRU stores process their in-store discounts and promotions across multiple items when the discount requires the purchase of more than one item. Other stores may not use this system, but TRU stores do.
So, again, unless you're fortunate enough to have a very lenient or uninformed store clerk & manager at your local TRU store, do NOT expect them to process BOTH a "price match" and a "BOGO40%" discount in a "stacked" fashion; it ain't happening.
