why are guests able to post again? [CLOSED]

when i was about to log on i went to the part of a topic where you can post and it said guest name this is strange.

Guests' posting ability was removed due to spam. There has been no spamming recently, so guests can now post again.

That's my guess.

EDIT: I can't post as a guest...
