Does anyone know if there is a lot of mistake figures out there and if they are worth anything? I have a zoo Lou with a missing arm.

It's uncommon to find errors, not all the time but they aren't extremely rare. Quality control on factory-produced toys in general isn't strict at all when you compare them to currency or stamps (where errors are very valuable).
Most people wouldn't want to buy a toy missing parts like that, but certain people like to collect oddities. So you'd likely get somewhere close to retail price, but it entirely depends on who/how many people want it.

There's actually a whole thread of factory errors, you might want to check it out:

I also have a question pertaining to this topic.

At EbGames (yes, they are still around), they had a Hoot Loop with the top part detached from the bottom. It was just hanging out upside down within the box. I have seen a few pictures of Skylanders like this around the forum. Are they worth anything with packaging errors such as this? Or is this simply common?

Which arm is missing? I remember someone posting an image of a Zoo Lou like that way before the game came out.

I'll take that as a no.

^ Top part detaching from bottom inside packaging is a bit too commun to be considered rare.

It's the left arm. Not the arm holding the mace
