Ludicolo is based on a Pineapple and a Platypus / Duck, while also loosely being based on Mexican Dancing, but what is prevalent is the pineapple and the duck, but it isn't 100% Mexican js.
Also,
How could you forget LaRousse City, which is based off of somewhere in Canada?

^Play colloseum again and save right before you battle him

everytime you kill him restart and kill him again

you can beat him up infinitely that way smilie

But if you look at some of the other pokemon's design and pattern you can probably take a good guess on which country's culture it was based around.

Actually knowing the Reindeer and Caribou are basically the same animal. That would actually make Sawsbuck Canadian. Sure the antlers maybe small, but who made a rule about antler size for it to be Canadian?
