I came in this topic hoping it actually did, and that it was why you were asking. T__T

You can't comment without Google+, for what I know. Either you are seeing one of their beta changes (I see loads every know and then), or you actually are using Google+, except you are not aware of it. If Youtube successfully created your Google+ account without you knowing about it, you would have logged into it when you logged into Youtube. And therefore, allowing you to comment.

A whole lot of people say they can comment on videos without logging in or whatever to Google+.
