It said that it can't be all caps.

There was also this one time I was comenting a quote, it didn't like it and said my post wasn't long enough.

The Restricktor seems to not include any special-type text when avaluating. I can understand quotes but its becoming more restrictive, than spam-stopping.

Gondana is saying that the minimum text limit rule has become more restrictive than previously thought. Words from quotes do not count towards the amount of text you have in a post. There are some cases where you'd want to just post someone's quote for emphasis, but that cannot be done on this forum.
