It has been said many times by Activision that they will not unlock there levels in swap force. But I think it has been said that they still will work as magic items (using the same attack they would do in the old games when put on the portal while in a level).

The most informed-sounding answers have been saying they'll work as magic items, but they won't unlock their levels (which I think most of us agree is their MAIN function, despite that it's one-time-only, and the magic item function is as often as you like, really).

Just found a video where Family Gamer TV, or whatever it's called (I think they're on here, actually) is talking with people making the game, and though it's too long for me to sit through, the description summarizes what they talk about, and it says it straight out, that they'll work as magic items but not to unlock levels.

So there you go. (I found it from the Let Me Google That For You link above, so not hard to find)
