Sorta. TekTek let's you freely create the avatars.

GaiaOnline is sort of a social networking site where one has an avatar which they can dress-up, buying clothes and items for using in game currency or real money, then you can explore the Gaia World in a Towns area where you control your avatar and walk around, or you can use the Forums, they even have some mini-games sucha as slots, and their own RPG.

Interstingly, you can have as many accounts as you want as long as none of them break the rules.
