They are in a cave a little to the right of the train tracks.

Wait, are you talking about the Flight level in Artisans or in Peace Keepers world?

If I'm right, most of the people doesn't know where is the flight level in Artisans and a Dragon in Wizards Peak level tells you about the flight level in Artisans (You have to solved the waterfall puzzle in Artisans to get access to the portal)
