Can a Moderator of say, the IC and S&N forums close a topic or delete a post from a section they aren't in charge of?

If you want to move a topic do you have to be mod of the topic's original location and the section you want to move it to?

Yes, but the topic can get placed on a move list. It's not an instantaneous process but the item can and does still get moved to the correct section.
