I understand that the repainted Legendary Skylanders are really just an easy way to sell more figures at Toys R Us...
BUT,
How do they make any sense from a NARRATIVE perspective, in the Skylanders universe? How would Kaos or Master Eon explain why they are there? Or would they say, "Spyro is standing right over there, so who is that other blue and gold guy?"

The Skylanders games allow you to consider the Legendaries as separate characters too. If there is some in-universe explanation as to what they are, I have not heard it.

My half baked theories:

They are powerful Skylander pulled through time when they are summoned. Rather than just using the portal to summon an existing hero, the "legendary summon" allows portal masters to pull an individual from the past or future. The side effect is the blue and yellow glow.

When a Skylander reaches "legendary status" a special spell is placed upon them by Master Eon creating a magical blue and gold clone to help defend Skylands. Only the most trusted Skylanders achieve this honor....

According to the Skylanders apps, the description for them says that certain skylanders who do really well in the Battle Arena or something get a blue and gold statue to commemorate them, and the statues can be called upon to help in battles.

All Legendaries have the same "backstory" apparently the same story was first seen on a TRU site.

These are the Legendary Skylanders. Whenever the world is in peril, special Portal Masters can bring these statues to life and summon the Legendary Skylanders to defend Skylands against any evikl that threatens it."

Wow, how did I not know that? Someone should put in the Wiki...

That info has been put on thewiki for ages now... In the Legendary Skylanders article.
