So, wouldnt they before the new game info comes out release the remaining characters so that they can worry about the new game? It seems like they would do that to me... What do you think?

They didn't last year. In fact, last year they announced that there would be a S2 Zook before S1 Zook was out - that's how poorly planned it was.

Besides, you kinda get the gist that a new Skylanders game will happen yearly.

This is technical but Ninjini would be a S2 since the S2 moniker was just to denote that it was the second edition of that figure.
