You need to do this on an ape. Create an electricity orb and then explode it, then quickly jump into the air and press R1. You will be kicking the ape higher in the air than usual, so you can reach high places.

BTW, you can also use the flying glitch to help you with reaching high spots.

You have to have unlocked DarkSpyro first, then Shoot a ice bomb anywhere then Go to Dark Spyro and Press triangle repeatedly then Spyro Flyin'!
