Does anyone know how to collect them? It's a goal I can't seem to complete.

When u clear a troll base u get coin based on the elements of your skylanders.

Some skylanders have special ability that grant coin but first u need to unlock that by money.
Slam bam get water coins when u hit sheeps.

Those coins don't count as elemental coins for the quest.

Then i dunno. I got that quest cleared long time ago with no problem.

Turns out its a glitch. I kept switching skylanders until it fixed. Man it's been annoying
