Just started playing Giants, being pleased to hear all my level 10 skylanders could grow a little more... however they are ALL still capped! Ive changed their ownership to the new game, which i think is silly to be honest, they should've made it smart enough to recognize the save game of the other game on the console but anyways. My question is:
Do i need to complete a certain part of the game before i can level up further? Or is it it something else im doing wrong? Even worse, is there something wrong with my portal / skylandes? - in which case i hope not since they work perfect on Spyro's adventure.

Any help or ideas would be awesome. Cheers

It should just work right out of the box, whether you own the figure or not. It did for me. Are you sure it's not just the fact that early-game EXP is awful, and the amount to level after 10 increases sharply?

I had a couple of characters level 9 when i started Giants and they had the level bar but once they reached 10 it disappeared entirely. I have been battling and exploring a heck of a lot, but i guess it is still a possibility. Im up to chapter 5, id have thought id have seen some results of change by now :/

I would think so too, but accolades and Luck-o-Tron wheels make a large difference. Starting EXP without all the perks is actually a bit on the low end.

Ill keep trying, ive added a couple of luck-o-tron tokens already, but if they are leveling up slowly and im not noticing, i consider it a good thing... more game time and the less chance of me getting bored once i finish the storyline.

It might be because you switch frequently. I have no idea how often you switch, but switching is a key variable.

The characters will continue to level up until the bar is solid blue with the word "MAX" on it to detonate that they're fully leveled.

Early in the game, exp is kind of janky but the characters are still earning it.
