By HTML coding. Search it up on google and you'll find a whole bunch of tutorials on making a website.

If you have the money, there are many website-creating programs, like Dreamweaver, and they could make your website look all slick and spedazzly.

I'm guessing that sites made by something called "freewebs" will limit the number of ways you can customize your web page.
