You have to agree with Activision Support here, you shouldn't be uploading ROMS, Emulators, or Savestates here.

ROMs I understand, because that is a violation of copyright laws.

Why would it be against rules to upload saves?

You can also use someone else's figures to unlock heroic challenges. I'm not sure I understand the distinction of someone physically coming over to my house and unlocking heroics, or doing so by sharing a file. My daughter doesn't any have friends who play Skylanders, and my wife isn't about to sign off on me buying all 40+ figures.

I've got 16 figures for the first game, and a few purchased for Giants (which my daughter will receive at Christmas with figures). It isn't like I haven't thrown a bunch of money at Activision on Skylanders.

Edit: The forum rules only say you can't link to ROMs and illegal files. Save games aren't illegal and don't circumvent copyright protection. They're just save games.

You know, all you do to get game saves of Wii games is, literally, back them onto an SD card, which you can freely do in System Settings. The only problem I see with this is it breaks the need for TC to buy figures- but they could just purchase and return them, making that moot, in addition to this just being for Heroics rather than characters themselves.
Anyway, I'd help you, but I know you need an NTSC file... I play PAL.

you could go buy them all, scan them without opening, then have a friend return them saying it was a gift but he already had them.

buying a bunch of stuff using them, and returning them is scummy. downloading a save file from a friend isnt scummy. in one case, you take goods, use them, and then return them. in the other, you are just downloading a digital file of someone elses game save. which means they bought the game, the figures, played it, and are now sharing their effort. and yeah, most wii saves you can just backup to sd card, zip it, and send to anyone.

The material to unlock all heroics as the game and publisher intended has not been made available yet. The TC (I'm sure unknowingly) requested hacked game data.

Glad heroic challenges are gone. Imagine doing 165 per skylander. That's 27225 challenges. No thank you.

Whilst I see your perspective and generally also agree with it, in this specific scenario the boundary is indeed blurred. If the OP had friends (or, more the point, their child had friends) who also played the game, those friends could come around and put their physical items on the OP's portal to provide the OP with more heroic challenges. All the OP is asking is to have the equivalent occur purely electronically so I can see their request as at least partially valid.

After all, the OP is not expecting to play as those characters, merely have access to the challenges.

Really, you DON'T find Saves scummy, because I think its pretty scummy to use someone else's progress for yourself. Saves are something that SHOULD have sentimental value, and the purpose of downloading saves is to BACK THEM UP, which is BECAUSE they're meant to hold sentimental value, and you would be VERY upset to lose it, now if you had someone take your save, a record of your experiences, accomplishments, and happy times with that game, now that is a violation of morals in my book. If you're going to do something, then do it the way that in't immoral, and while you DO use the figures in the other case, they happen to still be factory new, its not like you damage or open the packaging, touch the contents, or use the code, if you put it on the portal to see the code, now THAT would be immoral, because then the code isn't usable to the person that actually PAYS for it, but to do something that does nothing to the contents, and that would the case as long as you do not get any gold or exp or progress on quests, or put on a hat, or ANYTHING that alters the data, then you'll be fine. You're not breaking laws OR morals that way, because the goods themselves are technically NOT being used in a way that affects their conditions or usability to the person paying for it. Its still factory new, its still comepletely unused, its still in its original packaging, which is no more damaged than before, and its card and sticker sheet haven't been used/damaged, so I find ABSOLUTELY okay, because TECHNICALLY, your NOT using it, because its still considered unused after your done with it, I mean, are you using a book if you read its cover off a bookshelf in a bookstore? Your getting information out of it by reading, and that is its intended use, but your not touching it, or anything, so its considered unused, even though the way you USE a book is by reading it, and you DID that, you simply didn't read all of it. See, if something is indicernable from being unused, it IS unused.

you wont find a save with all challenges unlocked yet cause not all characters are available but im sure when they are available im sure someone will upload a save to a popular wii save file site as they did with the first game.

1/. The way the OP wrote the request, I perceive that if someone gave them a save file with no story progress but extra heroic challenges unlocked, then they would be happy.

2/. Even if the fig remains in the packaging and you use it on the portal, then it is used. All static memory has a limited number of write cycles and even though that number is large and you can't see the use with the naked eye, it does not mean is has not been used.
