I just don't see it.
One, this is only a single source. For all we know they might be assuming it based off the rumor the last game would reach Japan.
Two, the last game never reached Japan.

They were also supposed to publish SSA in Japan - but, last I checked, they've yet to do so.

And my cousins from Japan brought the first game and a crud ton of figures to Japan.

And giants will be sent to them.

I doubt Skylanders will sell well in Japan, unless PS3 or Wii version gets there. (Xbox barely exists, people became aware of it when Kinect came out but still no one really has it)
