2 Qs for 3DS: Level Max, Level Transfer, [CLOSED]

Does anybody know if all the characters max out at Level 15 now on the 3DS version even the Giants and Series 1? I know the Console version transfers levels to 3DS from first game but does it do it again and vice versa?

That is correct. Even Series 1 gain boosted to LVL 15.
