No. Most Series 2 unlock them, but some have new ones. The ones that aren't unlocked by series 2 SKylanders can be bought from Auric.

If a Series 2 Skylander still has their old heroic, it'll be unlocked by that. If a series 2 Skylander has a new heroic challenge, you can buy the old one from Auric.

The 8 that aren't series 2 will need to be bought from Auric.

Yes, you need Series 2 and new characters to max out new Stats including those of old characters who now have higher caps.
