Time bug? [CLOSED]

I set GTM at my profile to +1, becouse here is GTM+1, ok, but: at site, here is only 12:07 ( I post this topic at 13:07 on slovak). I have set GTM+2 until recently, and I have corect time, only wrong GTM... It's bug?

It happens, and it doesn't automatically change the time settings when it changes where you are. >.>
